Bio:
Hotaru is a general  from the realm of order known as Orderrealm. Orderrealm, or Seido, is home to a humanlike race called Seidans. Seidans obsess over structure, perfection and organizing things, in contrast to their life long enemies, the Chaosrealmers. Hotaru, despite being above good or evil, will take favors from someone as long as that favor fits the agenda that Orderrealm revolves around.

Intro/Outro:
*Intro: A magma portal opens up and out of it pops Hotaru with his naginata. Hotaru says, "I will bring about order!"
*Outro: Hotaru kicks his opponent in his/her thing and then twists his/her neck 3 times, with the third time spinning the head to a ridiculous level. The opponent falls down dead as a result with Hoatru standing behind him/her.

Special Moves:
*Grasshopper: Hotaru pulls a Liu Kang and bicycle kicks his opponent.
*Lava Burst: He shoots a ball of magma to the ground and summons up a rising magma flow; can hit his opponent who either touches it or is standing on where the lava eruption occurs.
*Fury Punch: He rushes towards his opponent with a punch while leaving magma trails.
*Quick Tricks: Like Fury Punch, only he disappears and reappears behind his opponent.

Character Trait:
*Lawful Glow: Hotaru thrusts his naginatta to the ground, making him glow yellow for 10 seconds. This increases the hit rate of his attacks.

Super Move:
*Law and Order: Hotaru impales his opponent onto his naginata and then the scene flashes to Hotaru and his opponent (who is then not impaled) to Orderrealm, all in front of the center pyramid. Hotaru does two slashes at the opponent then twirls the naginata at him/her. The opponent falls down and then he pushes the down opponent with the naginata and then scoops him/her up into the air. He finishes with the Lava Burst and after the opponent is knocked up out of the picture, the scene flashes back to the battlefield with Hotaru standing there and the opponent falls down to the ground.

Ending:
During the battle between the Seidans and the Chaosrealmers, Hotaru mysteriously ended up in an alternative Earthrealm that was torn by a war between the One-Earth Regime and the Insurgency. While in that realm, Hotaru chose to side with the Regime, believing that Superman's rule would bring about order. Despite days of being the one world government's enforcer and facing against the Regime, Hotaru was shocked to witness the High Councilor murder Shazam for questioning his methods. He killed Superman in retaliation for murdering a child, something that even a Seidan would condemn in particular. Hotaru left the Regime and returned to Orderrelam, to finish the battle with Havik, the cleric of chaos.
